construction of its own section and in order to secure uniformity of

character the same consulting engineers shall be employed on each

section who shall have complete control over the construction

whether carried out through contractors or otherwise and the

consulting engineers shall be appointed by mutual agreement between

the colonies, the Crown Agents as representing the Hongkong Government and

A the Corporation as representing the Chinese Government. The

remuneration of the consulting engineers which shall be paid by the

two contracting-Governments in the proportion to their respective

costs of construction as herein defined shall form part of the cost of

construction until completion and thereafter form part of the

working expenses.

3.-THE Construction of the two sections shall proceed simul-

taneously according to surveys to be prepared by the consulting

engineers and at such rate of progress as to be completed and ready

to be opened at the same time. And inasmuch as the Chinese

Hong Kong section will require less time for construction than the British section

the time for its commencement shall be such time after commence-

Hongkong ment of the British section as the consulting engineers shall think

reasonable to ensure simultaneous completion. And whereas the

ability of the Chinese Government to construct the Chinese section

is dependent on the successful issue of the Bonds the provisions of

the 1st paragraph of Article 18 of the loan agreement for extension

of time shall apply also to this agreement.
